New landing page showcases Dutch Action Agendas for key digital technologies

The Dutch innovation ecosystem has taken an important step forward with the launch of the Action Agendas for key technologies.

Under the direction of Digital Holland, the Action Agendas for AI/Data and for Cybersecurity Technologies have been developed. There is a special new online landing page in English dedicated to these Agendas.

Published 28 April 2026

The National Technology Strategy (NTS) sets the direction for the Netherlands’ technology and innovation policy through to 2035, identifying ten high-priority technologies that are essential for economic growth, societal challenges, and national security. These include fields such as AI & Data, Cybersecurity Technologies, Quantum Technologies, and Semiconductor Technologies.

Focus on AI/Data and Cybersecurity

Among the first Action Agendas to be developed are the Action Agenda AI & Data and the Action Agenda Cybersecurity Technologies, both created under the direction of Digital Holland and commissioned by the Ministry of Economic Affairs.

While the full agendas are currently available in Dutch, the newly launched page highlights that English-language summaries are now accessible, making the insights and strategic direction available to a broader international audience. These summaries outline priorities, investment pathways, and collaboration opportunities within two of the most critical digital domains.

From Strategy to Implementation

The Action Agendas translate the ambitions of the NTS into concrete steps. They clarify required resources, define innovation programmes, and strengthen coordination between government, industry, and knowledge institutions.

Their development involved extensive collaboration across the Dutch innovation landscape, including organisations such as TNO, NWO, and industry bodies like VNO-NCW. Multiple consultations, studies, and stakeholder sessions ensured that the agendas reflect both current challenges and future opportunities.

Not Just Another Plan

Rather than introducing entirely new structures, the Action Agendas build on existing initiatives and partnerships. They aim to create focus, scale, and impact by aligning with other national and European programmes, including efforts linked to Techleap and Invest-NL. Success of the implementation of the Action Agendas will depend on strong public-private collaboration and sustained investment in innovation and technology.

The new landing page serves as a central hub for stakeholders to explore the Action Agendas and access key resources, including the English summaries of the AI/Data and Cybersecurity agendas.

As the Netherlands positions itself for a competitive and technologically independent future, the message is clear: the strategy is in place—now it’s time to act.
